[Conclution]
    At first, take Option1 (implement it as sub-class of l3-agent)
    VPN-agent will be subclass of subclass of the l3 agent

    remove local_cidr until BGP is implemented and keep discussion
    keep peer_cidr
    keep discussions on mailing list

4. Next meeting is not scheudled.
We are continue discussion on gerrit.
