Hi, I have registered the blueprint [1] This replaces Bug 1165002 [2], which has been marked as "won't fix" The aim of the blueprint is to define a sharing model for external networks. This was not part of the original L3 design, where it was assumed external networks should always be accessible to all tenant. There is quite a complete description for this blueprint in the whiteboard section. As this is a topic where members of the community might have more or less strong opinions, I would encourage you to review the proposal and comment on it.
