Do we really need to think there is a problem that needs solving here?

We've got an exiting PTL that's not going anywhere. We've got 2 PTL 
nominations, both from incredibly talented individuals. We've got a 
bench of 4 - 8 that could probably do the role as well. Collectively 
we're working together extremely well, making sure Nova remains rock 
solid, and the trains keep running regardless if any particular 
individual is available on any given day.

I realize we're pretty election happy in OpenStack, but honestly, when 
things are organically evolving in a good way, let's just let them be 
and see how it goes. Culture is far more powerful than policy.
