Just to follow up, I heard back from Jonathan and went ahead and
merged the change to remove those lines since they don't technically
count as a legal part of the agreement. Thus they no longer appear
in the ICLA at https://review.openstack.org/static/cla.html now.

I've also talked with Todd about maybe being able to match Gerrit's
preferred E-mail against more than just the primary Foundation
E-mail and he's going to see what he can do. The reverse is
unfortunately a lot more complicated to try and implement due to the
design of Gerrit's contact store transmission protocol, but
hopefully this will at least help the situation a little.
