It was marked declined for H1 exactly because there was no discussion.
 There was no representation on IRC or otherwise from the submitter other
than the submission for Havana, which would have been fine if there was
either more detail in the BP or if there was some form of communication
with the core Cinder team.

Even being declined for Havana doesn't mean it's not something that would
be welcomed (in or out of Havana), that could have easily been changed had
the submitter contacted myself or anybody else on the Cinder team.

So... all of the above being said regarding my declining for Havana;  I'm
interested in the BP and would like to get some more details, Cinder has a
weekly meeting on Wednesdays at 16:00 UTC, would love to hear from you
there.
