It's worth noting that we already have an corner-case-handling procedure
in the TC charter to catch the improbable case of someone that would
have done bug/review work in the last year but not authored a single
patch. They can still apply for (and be granted) ATC status (see 'Voters
for TC seats ("ATC")' section).

Makes sense under Infra, if their main contributors agree.
