I agree about collapsing. If we're modeling tripleo after oslo, then I
think having a tripleo-core team that owns the various tripleo repos
would make the most sense. Then, if there is a need for a particular
repo to have an addition set of people, we can make a core team for it
(hacking-core and pbr-core, for instance, both contain oslo-core and
then a couple of additional people)
