[openstack-dev] [Horizon][Neutron] Security groups call to Neutron instead of Nova

How about adding the following in lib/horizon around q-lbaas in init_horizon()?

if is_service_enabled quantum; then
  _horizon_config_set $local_settings OPENSTACK_NEUTRON_NETWORK
enable_security_group $Q_USE_SECGROUP
fi
