This change: https://review.openstack.org/#/c/32562/ seems to
have slipped off the radar, possibly because it has a '-1' -- but
I'm waiting on some feedback before progressing.

The patch can provide a good performance improvement (depending on your
configuration): I measure > 3x for image download/snapshot between glance
and nova when using https.

If any nova folks could take a look that would be much appreciated.
(The equivalent cinder patch has already merged.)
