This sounds like a good idea which is struggling to find people to
implement it. Becoming a program should not be about getting that
initial visibility push, it should be to recognize that the work an
established team has produced (or in an advanced stage of producing) is
essential to the OpenStack mission. I would have a hard time considering
something that doesn't produce anything yet to be essential...
