[openstack-dev] Important! Feature freeze deadline extension and temporary review rules

Hi!

Due to various false negatives in the gate tests, it takes a longer time
than expected to get all the feature stuff merged in time for our
Feature Freeze.

The *Grizzly Feature Freeze deadline is therefore extended to EOD
tomorrow* (Hawaii time).

In addition, the following temporary measure should be applied to
reviews until Feature Freeze:

Core reviewers should *abstain from approving reviews not related to a
grizzly-3-targeted blueprint*. That's right, non G3-critical bug fixes
can wait. In doubt, look at http://status.openstack.org/release/

That way we'll hopefully prioritize the queue time and get the stuff we
need merged earlier.

If you have free cycles, please also consider fixing the bugs that are
causing false negatives: http://status.openstack.org/rechecks/
