Open Stack

Hi,

This is a notice of nomination of Christopher Yeoh and Matthew Treinish
for membership in qa-core (Tempest). Both of them have been active in
reviews and contributions over the last month and I think deserve
recognition and core membership.

Barring hearing negative feedback, I'll add both of them to qa-core by EOD.
