Add this to debian/links or something?  It sounds like it needs a 
dependency on horizon to make sure that the directory exists.

This means "turn the list of dependencies in the source package into 
dependencies in the debian package", I would think.

Typically (although I haven't looked at tuskar in particular) this can 
also be done as a wsgi service in apache.  That shouldn't be too hard to 
knock up for the debian packages.
