Open Stack

Hi!

The TC has been working to formalize the set of the criteria it applies
when considering project incubation and graduation to integrated status,
and when considering new programs. The goal is to be more predictable
and that candidate projects and teams know what is expected of them
before they can apply for a given specific status.

This is still very much work in progress, but the draft documents have
been posted here for further review and comments:
