A request for this comes up from time to time, but I've never seen an
example use-case where creating a new volume from the snapshot, (and
potentially deleting the old one) has any disadvantage beyond 'that
isn't the way I thought about the problem'. In general, in the cloud
world, you shouldn't get overly attached to a volume id... the data
behind it is what matters.

The only differences between I can see between 'restore volume from
snapshot' and 'create new volume from snapshot and delete the old
one', other than the volume id changes are all disadvantages:
- It's a new API call that needs implementing and testing
- If the operation encounters an error for some reason, you have
neither to old nor the new volume to work with

Certainly there are a few people on the cinder team who have talked
about adding the same interface, so it is entirely possible I'm
missing something - please don't be shy in telling me so!
