[openstack-dev] can't install devstack - nova-api did not start

Hi Sean
I uninstalled the oslo.config 1.1.1 version and run devstack, but this time
it stopped at

it seems that  oslo.config was not properly imported after i re-installed
it.
but when i list the pip installations, it is there.
