Greetings,

I went ahead and created the Havana release notes page.

A patch came through that resulted in a periodic tasks behavior change
that I felt was worth documenting in release notes.  Let's try to use
this page to document these sorts of things as we go, so that we don't
have to try to remember all of it in 6 months (and fail at doing so).
The feature list is easy enough to generate later based on blueprints.
It's the upgrade notes that I'm most concerned about here.
