That raises an interesting question. There are basically two types of
IRC channels: nexus channels (think #openstack or #openstack-dev, where
you want as many people to listen as possible) and team channels (where
you want the teams to discuss and live).

The trick is that when too many people listen to team channels, people
tend to stop doing casual talks and private jokes, moving them to
private messages -- that doesn't help in building team spirit, which is
something we badly need to reinforce in global and virtual teams.

It's a thin line to walk on, obviously. We don't want to have to resort
to invitation-only channels, as that would go contrary to our Open
principles. But we still want to have team channels... So far the lazy
solution was to have those channels open, but not that well
publicized... And I think that's why some team channels do not appear on
the "official" list (which mostly lists nexus channels).
