[openstack-dev] [Quantum] Adding event handler for each CRUD method in db_base_plugin

These particular warts in the code are things that we were going to
handle by giving Quantum a better way to add content to existing
SQLAlchemy data models.  Bob Kukura and Salvatore Orlando talked about
this at the summit.
