Yes. oslo-incubator doesn't mean "oslo is in incubation", it means
"repository for oslo APIs not ready to be released as separate oslo
libraries yet". It makes it clearer that the code-copy mechanism from
oslo-incubator to core projects is temporary until the code is mature
enough to be released and imported as a full-fledged library.
