I don't think we could describe these guidelines as "policy" at this
point - they're in their infancy and what we really want to do is
encourage people to help expand these guidelines into something that is
really useful for developers and reviewers.

IMHO, the PPB could help at this point by:

  1) Reinforce for everyone that the project is committed to API
     stability. I don't see any evidence of disagreement about that, but
     I guess stating it formally as a policy would remove any doubt.

  2) Encourage the use and continued development of the guidelines 
     we've come up with so far

So, how about splitting it up? Propose this statement addressing (1) and
(2) as a policy:

  http://wiki.openstack.org/Governance/Proposed/APIStability

and develop the actual guidelines here:

  http://wiki.openstack.org/APIChangeGuidelines
