This maintenance is complete, with no major issues.  We also removed the
following obsolete repositories:

    openstack-ci/gerrit-verification-status-plugin
    openstack/openstack-ci
    openstack/openstack-puppet
    openstack/openstack-skeleton
    openstack/openstack-cookbooks
    openstack/noVNC
