Hi Nachi,

I agree that scalabaility and HA are two separated topic, although some enhancement on scalability can be leveraged to enhance HA.

BTW, another area may use a scheduler based solution is plugin -- right now the plugin resides with the quantum-server, and it may become very busy in a large scale deployment.-- Separate plugin from quantum-server and running multiple plugin instances should help.
