This maintenance is complete.  We moved the following repositories:

heat-api/heat -> openstack/heat
heat-api/python-heatclient -> openstack/python-heatclient

Heat developers will need to either re-clone repositories from the new
locations, or update their git remotes on existing repositories.

We did not move openstack-ci-puppet or any openstack-ci repositories
because we did not complete the necessary preparations in time.  We will
schedule those repository moves in the future.
