Tests are certainly not going to move in a hurry. One motive for moving 
quickly on getting the clients into tempest-lib is so that projects can 
use them for new functional tests. The tempest team has said that the 
api tests for a project will not be candidates for removal until there 
is equivalent testing in the project's gate. Even then, the tempest and 
project teams may decide it is not worth moving the tests as there is an 
alternative: keep the project's api tests in tempest but only run them 
against that project in the gate. That said, it would be reasonable to 
require the tagging mechanism to also be implemented before tests could 
be moved out.
