[Elections-committee] Draft Timeline

History makes me concerned that we won't make good use of the extra time. This has been a topic for more than a year in the community and at the board level. I won't fight against moving the vote the 12/4 if everyone feels we will use the time wisely. But, my preference is to deal with this issue sooner, show that we can act and move forward.
