[OpenStack-DefCore] Polls for New Meeting Times

I'd be OK w/ trying IRC.  Our meetings should be more structured now 
that the process is done and we're using Gerrit.

Except > I suspect that capabilities scoring will still need to be 
interactive.  It was be very confusing to keep track of all those cells 
and scores via IRC.

We may need to alternate or keep screen share for parts of the meeting.
