[OpenStack-DefCore] For your review; draft emails to get individual members to vote

Just a few additions:

The phrase in the second paragraph, first line: "ballot is set of proposed" should be "ballot is a set of proposed." That is, it should have an "a" before the word "set."

I think the line:

Should be removed. It may have been introduced as a cut and paste error.
