[OpenStack-DefCore] Coordinating DefCore Talks For Vancouver

That’s a tough one. At first glance I’d say “Planning your OpenStack Project”, “Community Building,” or “Public and Hybrid Clouds”. My favorite is "Community Building”.

For the Tempest and Interop talk I submitted it to Operations.
