Open Stack

Just to recap the responses you received on IRC [1] here for posterity:

Previously, each Guideline goes to the Board of Directors with no flags attached to it, and we flag tests once they’ve approved the general Guideline.  2015.07 was just recently approved, so we’re just beginning to see flag requests rolling in.  That particular test is one that we’ve flagged in previous Guidelines and have discussed removing entirely [2], but that slipped under the radar and didn’t happen in time for the 2015.07 Guideline submission.  It is (IMHO) pretty clearly a bad test to include, so I went ahead and submitted a patch to flag it in 2015.07 and remove it from future Guidelines [3].
