I believe we should make an effort to clarify the .5 votes - particularly for items "on the bubble"  Take security groups and floating IPs for instance. If floating IPs were to get a '0' for TC Future Direction, it would drop in the yellow territory. If security groups were to get a 1 for TC Future Direction it probably moves into the green. This is crucial give our desire to put things in core that will stay for a considerable length of time. So, if these make it in, then we are saying the Compute API will have to continue to support them. If Neutron is the preferred future interface for these features, it may be better to leave them out in the first pass and bring them in when Neutron is ready.

Perhaps Michael and Anne could take the lead on that particular column and how we get the proper TC clarification?

We've still got a handful of capabilities to score BUT we've got a lot of them scored.  There's a pretty obvious break at 75 based on the flat weighting.

NOTE: Eliminating the Admin tests really cut down the number of core capability candidates.  I think that is the right course of action AND that we wanted a small core to start; however, we need to be prepared for the attention this will attract.

Over the next few days, we need
1)      Please reply +1 or w/ issues to this thread.
2)      Get the missing items at the bottom reviewed - this email is the start of that process
3)      Post some of the material about this list (linked below) and the list
