[OpenStack-DefCore] TC on DefCore Meeting Wrap-up: They did not accept Designated Sections role, we need to schedule a DefCore meeting

DefCore,

In Tuesday's meeting, the TC accepted the majority of the DefCore positions while rejecting a role in defining designated sections.

Their position is that, as developer representatives, they believe all of the OpenStack is defined by the entirety of the integrated release.  They do not want to be responsible for work that designates subsections of that code base as replaceable or optional.

This is not the position that we'd expected based on previous interactions; however, we should expect this to be the TC position going forward.

As a consequence, we need to have a meeting next week to discuss alternatives.    (REMINDER: We also have Community review meetings next week on Wednesday).

In an effort to cover all the bases, I've put together a strawman of very broad set of possible alternatives:


1)      Refuse to accept TC position and ask for additional meetings

2)      TC Recommends > Have the DefCore define designated sections for TC to review, advise, advocate, etc.

3)      Decide that the board cannot make the technical decision and omit designated code requirements from the Core definition principles

4)      The item above EXCEPT that we keep designated code as a concept and say there is 0% designated at this time

5)      A reset of the process that goes back to project based definition of core (on the assumption that we cannot change the bylaws) where 100% of the "core" projects are required.  We will then have to resolve Swift and Keystone commercial deployments.  This moves the capabilities work into a FITS discussion.
