[Bug 2034921] [NEW] Migrating Userinfo & ZanataUtils to Weblate Version

Public bug reported: Creating bug to keep track of Zanata to Weblate migration. In specific, zanata_userinfo.py(https://opendev.org/openstack/i18n/src/branch/master/too… ZanataUtils.py(https://opendev.org/openstack/i18n/src/branch/master/tools/z… 's class is being used in userinfo.py file, so migrating ZanataUtils.py is also a must. However, it is used not only in i18n repo, but also in zuul jobs, so must focus on migrating the specific parts for the userinfo.py first. Public bug reported: The first sentence of [1] says "A list of all ATCs is available at http://governance.openstack.org/reference/projects/i18n.html#extra- atcs.", but the URL is not available. I think the URL no longer exists after the i18n project was converted into a SIG. I don't know where such list is maintained. Perhaps only Ian knows more context. [i18n] New I18n SIG Core

Hello, I would like to happily announce a new i18n core: Seongsoo Cho, considering his notable contributions on I18n with volunteering: 1. PDF Docs contribution with I18n issues (font issues, latex with Asian languages) [1] 2. Zanata to Weblate migration volunteering effort [2] 3.
